Overseas Nurse Working as a Carer: Your Real PR Route | Aussie Migration Guide
Overseas qualified nurse working as a carer in Australian aged care on a student visa - the Registered Nurse route to permanent residence versus the carer 482

Qualified Nurse Working in Aged Care on a Student Visa: Why the Carer 482 Is Not Your Only Route

Read First

Your Qualification and Your Current Job Sit on Different Sides of the Migration System.

You are a qualified nurse. You are in Australia on a student visa, working shifts in aged care as a carer or an assistant in nursing, and you have been asking employers about 482 sponsorship.

Here is what almost nobody tells you. The job you are doing and the qualification you hold sit on completely different lists. One list ends in a temporary visa, tied to one employer, nominated as a carer. The other ends in permanent residence with no employer at all.

The route you are chasing is the harder one. It needs you to find one of a small number of providers that holds an aged care industry labour agreement, persuade them to nominate you, and accept a temporary visa in a role below your qualification. The route you are not pursuing needs no employer and ends in permanent residence. Which is better is not the hard question. The hard question is how long you have, and whether you can afford to switch tracks.

Two Routes, and the One You Are Chasing Is Usually the Weaker One

If you want the detail on either side of that, the carer sponsorship route is at the aged care worker Cert III route, the agreement itself is explained at the Aged Care Industry Labour Agreement explained, and how to check whether a specific employer can sponsor at all is at the aged care sponsor list.

Now the Honest Part

The Nursing Route Is Better. It Is Not Easier.

Everything on the Nursing Side Runs Through Registration With the Nursing and Midwifery Board, Through Ahpra.

Until you are registered, or clearly eligible for registration, the points-tested route is not open to you, because the skills assessment for Registered Nurse generally depends on it.

Registration is a months-long process with real costs, and for many nurses the hardest part is not the clinical exam. It is English.

Why This Page Is Not Telling You the Nursing Route Is Quick

A nurse on the established route can be looking at nine to twelve months or longer for registration, before a skills assessment, before an expression of interest, before an invitation.

If your student visa has eighteen months left, that is a plan. If it has four months left, it is not a plan on its own, and you need advice about what holds your status while you do it. Being told the truth about that timeline is more useful than being told the route exists.

Send Us Your Qualification, Your English Result, and When Your Visa Ends.

We will tell you which registration pathway you are on, whether the points-tested route is realistic in your timeframe, and whether you should be pursuing the carer route in the meantime. If registration is out of reach for now, we will say so. There is nothing to pay for the initial review.

The Sequence, and Why Order Matters

Each step gates the next one. Doing them out of order wastes months.

  1. English, to the registration standard. Not the visa standard. These are different numbers and the registration one is higher.
  2. Registration with the Nursing and Midwifery Board, through either the streamlined route or the examination route.
  3. Skills assessment for migration, which for Registered Nurse generally requires registration or clear eligibility for it.
  4. Expression of interest, points, and an invitation.

People commonly start at step four, calculate their points, see a good number, and assume they are close. The points are the last part, not the first.

The English Requirement Is the Real Gate

This is where most qualified nurses working in aged care are actually stuck, and it is worth seeing the two standards side by side.

PurposeIELTS Academic requirement
Nursing and Midwifery Board registration7 overall, with 7 listening, 7 reading, 6.5 writing and 7 speaking
Competent English for the points test6 in each component, which is the floor for eligibility rather than a competitive score

So you can comfortably satisfy the visa English requirement and still be nowhere near registration. That gap is the single most common reason a qualified nurse ends up working as a carer indefinitely.

Some Practical Points That Genuinely Help

  • Other tests are accepted, including OET, PTE Academic, TOEFL iBT and Cambridge. The required scores changed on 23 April 2026, and which table applies depends on the date you sat the test, not the date you apply. If you have an older result, check which table it falls under before assuming it is short.
  • You can combine two sittings of the same test taken no more than twelve months apart, and your best result in each component counts. You cannot mix providers, each sitting has to cover all four components, and no component may fall below a floor, which for IELTS is 6.5.
  • IELTS allows a One Skill Retake within 60 days, and it does not count as an extra sitting. The other tests do not offer this. If you are short in one band only, this is the cheapest fix available.
  • Results are generally valid for two years before you lodge, with extensions where you have been continuously working in a relevant health role in English in a recognised country.

The Exemption, and Who It Does Not Cover

There is an education-based exemption if your nursing program was taught and assessed solely in English in a recognised country. The recognised list runs to about thirty countries and territories and it is specific rather than any English-speaking country.

India, the Philippines, Nigeria, South Africa, Singapore and Pakistan are not on it. Since those countries supply a large share of the nurses working in Australian aged care, most people reading this will need to sit a test, and should plan on that rather than hoping.

Which Registration Pathway You Are On

There are two, and the difference between them is roughly nine months and several thousand dollars.

PathwayWhat it requiresWhat you sit
StreamlinedAt least 1,800 hours of registered nursing practice since 1 January 2017 in an approved comparable jurisdiction, with a qualification or regulatory exam and registration from oneGenerally no examinations
Established, with examinationsEveryone elseA multiple choice examination, and then an in-person clinical examination in Australia

The approved comparable jurisdictions are a short list: the United Kingdom, Ireland, the United States, British Columbia and Ontario, Singapore and Spain. New Zealand has its own process. If your practice is from outside that list, you are on the examination route.

Two Things About the Clinical Examination That Matter for Planning

It cannot be done online or at an overseas test centre, so it has to happen while you are in Australia, which is an argument for doing it while you are already here on a student visa. And it is reported at around $4,000 per sitting, which is a real number to budget rather than a formality.

Confirm every figure directly with Ahpra before you budget. They move, and the examination fee in particular is the kind of number that changes without much notice.

Registration feeAround $193
Clinical examination, if requiredAround $4,000 per sitting

Streamlined pathway timeframeRoughly one to six months
Examination pathway timeframeNine to twelve months or longer
Ahpra assessment of a complete applicationGenerally four to six weeks, longer where a Board decision is needed

Confirm every figure with Ahpra before you budget. They move, and the examination fee in particular is the kind of number that changes without much notice.

If You Are on a Student Visa Right Now

Three things specific to your position.

  • Your work hours are capped. Working beyond the limit to fund registration is not a trade worth making, because a breach puts the visa that is holding you here at risk.
  • Finishing your course generally opens a 485, which buys you time with full work rights and no study requirement. For a nurse mid-registration that is often the single most useful visa in the sequence, because it turns a hard deadline into a working runway.
  • Starting registration now rather than after you graduate is usually the right call, because the stages run in parallel with study and the clinical examination has to happen in Australia anyway.

When the Carer Route Is Still the Right Call

Sometimes it is, and pretending otherwise would be the same dishonesty in the opposite direction.

  • Your English is not close to the registration standard and will not be soon. The carer route does not require it.
  • Your visa is expiring in months rather than years and you need something that can be lodged now.
  • You have found an employer that genuinely holds an aged care industry labour agreement and is willing to nominate you. That is rare enough to be worth taking seriously.
  • You are not sure you want to return to nursing practice. Plenty of people do not, and a route built on a qualification you do not intend to use is the wrong route.

The two are also not mutually exclusive over time. A carer 482 can hold your status while registration proceeds, and nothing about holding one stops you working toward the nursing route. If an employer has offered you sponsorship and you are weighing it against a points-tested route, that comparison is at employer 482 or state nomination, how to decide.

What to Do This Month

  1. Get your most recent English test result out and check it against the registration table, by the date you sat it. If you are short in one band only, look at a One Skill Retake before booking a full resit.
  2. Work out which registration pathway you are on, using the 1,800 hours test and the comparable jurisdiction list.
  3. Start the Ahpra self-check. It costs nothing to find out where you stand and it tells you which stream you are in.
  4. Find out the assessing authority for Registered Nurse and what the skills assessment will require, so you know whether registration has to come first. Our general page is at skills assessment for skilled visas.
  5. Map your visa dates against the registration timeframe. If the numbers do not meet, get advice now rather than at the end.
  6. Keep working. Australian experience in the sector counts for points later and it is not wasted time.

For the wider question of which occupations can reach permanent residence with no employer at all, start at can you immigrate to Australia without a job offer.

Frequently Asked Questions

I am a qualified nurse working as a carer in aged care. Is the carer 482 my only route to PR? v
No. The job you are doing and the qualification you hold sit on different lists. Aged or Disabled Carer is not on the Core Skills Occupation List, which is why ordinary 482 sponsorship for carers runs through the aged care industry labour agreement. Registered Nurse is on the MLTSSL, which opens the 189, the 190 and the 491. That route needs no employer at all for a 189 and ends in permanent residence on grant. The nursing route is usually the better one. It is not easier to start, and the gate on it is Nursing and Midwifery Board registration through Ahpra.
What English score do I need to register as a nurse in Australia? v
For IELTS Academic, 7 overall with 7 listening, 7 reading, 6.5 writing and 7 speaking. That is well above the competent English standard for the points test, which is 6 in each component. A nurse can clear the visa standard comfortably and still be nowhere near registration, which is the single most common reason qualified nurses end up working as carers indefinitely. OET, PTE Academic, TOEFL iBT and Cambridge are also accepted, with different numbers for each. The required scores changed on 23 April 2026, and which table applies depends on the date you sat the test.
I was only short in one band of IELTS. Do I have to sit the whole thing again? v
Not necessarily. IELTS allows a One Skill Retake within 60 days of the original sitting, and it does not count as an extra sitting for registration purposes. The other accepted tests do not currently offer this. You can also combine two sittings of the same test taken no more than twelve months apart, with your best result in each component counting, but each sitting has to cover all four components and no component may fall below a floor, which for IELTS is 6.5.
I trained as a nurse in India, the Philippines or another non-English speaking country. Is there an English exemption I can use? v
Probably not. Since those countries supply a large share of the nurses working in Australian aged care, most people reading this will need to sit a test and should plan on that rather than hoping.
What is the difference between the streamlined and examination registration pathways? v
The streamlined pathway requires at least 1,800 hours of registered nursing practice since 1 January 2017 in an approved comparable jurisdiction, which is a short list covering the United Kingdom, Ireland, the United States, British Columbia and Ontario, Singapore and Spain. On that pathway you generally sit no examinations and the timeframe is roughly one to six months. Everyone else is on the examination pathway, which involves a multiple choice examination and an in-person clinical examination that has to happen in Australia. That pathway reports at nine to twelve months or longer and the clinical examination is reported at around $4,000 per sitting.
My student visa expires in four months. Can I still do the nursing route? v
Not on the student visa alone, and not without a plan for what holds your status while registration proceeds. A nurse on the examination route is looking at nine to twelve months or longer for registration, before a skills assessment, an expression of interest and an invitation. If your course is ending, finishing it generally opens a 485, which buys you full work rights and no study requirement, and that is often the single most useful visa in the sequence. A carer 482 can also hold your status while registration proceeds, and the two routes are not mutually exclusive over time. Get advice on the sequence before the visa gets short.
When is accepting a carer 482 still the right call? v
When your English is not close to the registration standard and will not be soon. When your visa is expiring in months rather than years and you need something that can be lodged now. When you have found an employer that genuinely holds an aged care industry labour agreement and is willing to nominate you, which is rare enough to be worth taking seriously. Or when you are not sure you want to return to nursing practice, since a route built on a qualification you do not intend to use is the wrong route. Taking a carer 482 does not close the nursing route either, so for some people it is the right first step on the way to registration later.
