No. Not since 1 July 2024.

The Short Answer
No.

If Someone Told You Otherwise Because They Did It Themselves a Few Years Ago, They Are Describing a Route That No Longer Exists.

Temporary Graduate visa holders were added to the list of visa holders who cannot lodge a Student visa application from inside Australia, as part of the measures aimed at what the government called visa hopping.

The longer answer is the part that matters, because "you have to apply from offshore" sounds like an inconvenience and is actually a sequencing problem. Applying offshore means no bridging visa, which means you have to be outside Australia while the application is decided, and your 485 keeps running down the whole time.

The Short Version

A 485 holder cannot lodge a Student visa application onshore. You must depart Australia and apply from outside. An offshore application does not attract a bridging visa, so you cannot wait in Australia for the decision unless you hold another visa that lets you be here. If your 485 is still valid you can generally return on it while you wait, but if it expires while you are offshore and the Student visa has not been granted, you have nothing to come back on. That is the sequencing problem to plan around.

What Actually Changed, and When

From 1 July 2024, the legislative instrument that lists visas from which a Student visa cannot be validly lodged onshore was expanded. Temporary Graduate (subclass 485), Visitor (subclass 600) and Maritime Crew (subclass 988) holders were added, alongside several categories already on the list.

The stated purpose was to stop people moving from one temporary visa to the next while remaining in Australia, and the government was explicit about what it expected graduates to do instead: find skilled work, move to a pathway that leads to permanent residence, or depart.

Two Groups Not Affected

Working Holiday and Work and Holiday Holders

Working Holiday (subclass 417) and Work and Holiday (subclass 462) holders can still apply onshore. If you have read advice from a friend on one of those visas, it does not transfer to your situation.

Applications lodged onshore before 1 July 2024 were not affected and continued to be processed, which is why you will still find people who did this successfully. They did it under different rules.

What Applying Offshore Actually Involves

This is the practical detail that changes the decision, and it is missing from most explanations.

The Ministerial Direction 115 Point Deserves Attention

Processing priority is not just about you. It depends on the institution you choose and how much of its enrolment allocation it has already used. An application to a provider well under its allocation is prioritised ahead of one to a provider that has exceeded it. If you are trying to time a departure and return against a 485 expiry date, that makes your choice of provider a scheduling decision as well as an academic one. It is worth asking prospective providers directly where they sit.

The Sequencing Problem, Laid Out

Put the pieces together and the shape of the problem becomes clear.

None of that makes the route impossible. Plenty of people complete it successfully. It does mean the decision has to be made with enough runway on your 485 to absorb a delay, rather than as a last resort in the final weeks.

Before committing to a course deposit and a departure, it is worth checking whether the alternatives are genuinely closed. Several are more open than most graduates assume.

The Dead End to Avoid

There is one version of this that cannot be recovered from, and it is worth understanding even though it is not what most readers will do.

Scope: Applies Only If Your 485 Has Already Lapsed

An Onshore Refusal While Holding No Substantive Visa Can Permanently Close the 485

The 485 must be lodged while you are in Australia. It is an onshore application by design.

Separately, section 48 of the Migration Act prevents a person who has had a visa refused or cancelled while not holding a substantive visa from lodging most further applications onshore. A short list of visas is exempt from that bar. The 485 is not one of them.

So a person whose substantive visa has lapsed, who then has an application refused onshore, can find themselves permanently unable to lodge a 485, because the only place they could lodge it is the one place they are now barred from applying. If you are still holding a valid 485, none of this applies to you and you have options. The danger belongs to people who let a visa lapse and then try to fix it with an onshore application that gets refused.

If you are planning to depart and apply offshore, do it while your 485 is still valid rather than after it has expired, and do not lodge a speculative onshore application in the meantime without advice.

Should You Go Back to Study at All?

Worth asking honestly, because for many graduates this is a default rather than a decision.

Returning to study was once a reliable way to stay in Australia while working out the next step. The onshore route closing has removed most of that convenience, and the Genuine Student requirement means the reason for studying will be tested, particularly where the new course sits at or below the level of a qualification you already hold.

If the study is genuinely part of a plan, because the qualification opens an occupation you need, or upgrades a skills assessment, or is a field you actually intend to work in, it can make sense. If the real purpose is to buy time onshore, that purpose is no longer served by it, and there is now a considerable amount of money and disruption attached.

Before committing, it is worth checking whether the alternatives are genuinely closed. Employer sponsorship needs less experience than most people think, the regional second 485 buys time at a lower cost if you studied in a regional area, and state nomination varies more than the headline points figures suggest.

What to Do Before You Commit

  1. Check exactly how long your 485 has left. Every part of this plan is measured against that date.
  2. Decide whether the study is part of a plan or a way to stay. The Genuine Student requirement will ask you the same question.
  3. Ask prospective providers where they sit against their enrolment allocation, because it affects processing priority.
  4. Work out whether you can return to Australia on your 485 while waiting, and what happens if it expires before a decision.
  5. Do not depart with your 485 close to expiry. Build in room for the application to take longer than you hope.
  6. Check the alternatives properly before paying a course deposit, because several of them are more open than they appear.
  7. If your 485 has already lapsed, get advice before lodging anything onshore. A refusal in that position can close the 485 permanently.
