Bachelor to Diploma After 2 October: Now Offshore Only | Aussie Migration Guide
Bachelor to diploma or Cert IV student visa in Australia after 2 October 2026 - the move has to be made from offshore because the course progression class fails two separate tests

Bachelor to Diploma or Cert IV After 2 October: Why You Now Have to Apply Offshore

Read First

The Progression Exemption Has Two Separate Requirements. A Bachelor to Diploma Move Breaks Both.

For years the sequence was obvious. Finish a bachelor degree, decide the field you actually want to work in is aged care or childcare or a trade, enrol in the vocational qualification, apply for a new student visa without leaving. That sequence still works. It just cannot be done from inside Australia any more.

If you came to this page looking for an argument that a particular diploma is somehow equivalent to your degree, there is no version of that argument that works. The second requirement does not care about equivalence. It cares about what kind of course it is and who delivers it.

Most pages about the 2 October changes treat this as one rule about course level. It is two independent rules, and the practical consequence of understanding both is that you stop wasting weeks on an argument that was never going to work. The weeks matter. If your current student visa is running down, every week you spend trying to make an onshore application fit is a week not spent planning the departure that actually solves it.

It Fails Two Tests, Not One

This is the part being lost in the general coverage of the 2 October changes. The course progression class has two separate requirements, and a bachelor to diploma move breaks both of them.

Two Walls, Not One

The Progression Class Has a Level Rule and a Kind-of-Course Rule, and They Operate Independently.

Wall One The level has to be higher

Where your principal course has an AQF level, the further course has to be at a higher AQF level. A diploma is level 5 and a bachelor is level 7, so a diploma is lower. So is a Certificate III (level 3) or a Certificate IV (level 4).

Wall Two Higher education stays higher education

Where your principal course was a higher education course, the further course has to be a higher education course delivered by a higher education provider. A vocational diploma delivered by a VET provider is neither.

Even if the level problem did not exist, the second one would still stop the application. The second requirement does not care about equivalence. It cares about what kind of course it is and who delivers it.

People read the words "higher level", look for an argument that a particular diploma is somehow equivalent, and spend weeks on it. There is no version of that argument that works, because the second requirement is a different rule entirely.

Where Each Qualification Sits

The levels are set by the Australian Qualifications Framework and they are not a matter of opinion. Check your two courses against this before you do anything else.

AQF levelQualificationUsually delivered by
3Certificate IIIVET provider
4Certificate IVVET provider
5DiplomaVET provider, some universities
6Advanced Diploma, Associate DegreeVET provider or university
7Bachelor DegreeUniversity or higher education provider
8Bachelor Honours, Graduate Certificate, Graduate DiplomaUniversity, and some VET providers
9Masters DegreeUniversity or recognised higher education provider
10Doctoral DegreeUniversity

Read down from your current course, not up. If your principal course was a bachelor degree at level 7, everything from level 6 down is a step backwards and the question is settled.

The Graduate Certificate Trap, for the People Who Pivot

The first thing most readers do after understanding the level rule is look for the cheapest thing above level 7. That lands on a graduate certificate or a graduate diploma, both at level 8.

On the level test, that works. A graduate certificate is higher than a bachelor degree.

But Check Who Is Delivering It

Graduate Certificates and Graduate Diplomas Are Delivered by Universities and Also by Some VET Providers.

If your principal course was a higher education course, the second requirement needs the further course to be a higher education course delivered by a higher education provider. A graduate certificate from a VET provider is at the right level and the wrong kind.

Before you enrol in something because it is level 8, confirm what kind of provider is delivering it and whether the course itself is a higher education course. That single question is the difference between an onshore application and a flight.

Not Sure If Your Course Counts as Higher Education?

If you are not sure whether your course counts as higher education or whether your provider is a higher education provider, send us the course code and the provider name. That is a two minute answer and it decides whether you need a flight or not. If you have already paid for a course that does not fit, we will tell you plainly what the timing options are.

One Further Course Means One

There is a third condition in the same class that nobody is mentioning, and in this market it matters.

The Packaged-Enrolment Trap

The Class Requires That You Are Enrolled in No More Than One Further Course.

Packaged enrolments are completely normal in Australian education marketing. A Certificate IV packaged with a diploma. A diploma packaged with a bachelor degree. Two or three qualifications sold as a single pathway with one offer letter.

If you are enrolled in a package, you may be enrolled in more than one further course, and that is a problem even where the direction of travel is upward. If you are planning to rely on the progression class, ask the provider to confirm in writing exactly how many courses your enrolment covers before you accept the offer.

Which Moves Still Work Onshore

Here is the practical version. These are the moves a current student visa holder can still make without leaving Australia, assuming everything else about the application is in order.

MoveOnshore?Why
Diploma to bachelor degreeYesLevel 5 to level 7 is upward, and the principal course was not a higher education course so the second requirement does not apply
Bachelor degree to masters at a universityYesLevel 7 to level 9, and higher education to higher education at a higher education provider
Bachelor degree to a doctoral degreeYesUpward, and there is also a separate doctoral class
Bachelor degree to a graduate certificate at a universityLikely yesLevel 7 to level 8, and higher education delivered by a higher education provider. Confirm the provider type
Bachelor degree to diploma or advanced diplomaNoDownward in level, and VET rather than higher education
Bachelor degree to Certificate III or IVNoDownward in level, and VET rather than higher education
Masters to a second mastersNoNot higher. The same level is not a higher level
Any move while you still have up to 12 months left on your current courseYes, by a different routeThat is the completion class, not the progression class. It has its own conditions

Note the second last row, because it catches people who think they are safe. A sideways move at the same level is not progression. Level 9 to level 9 fails the test as surely as level 7 to level 5 does.

Why the 2 October 2026 student visa rule hits the aged care and childcare pathway hardest - the Certificate III route from a degree now has a departure in it
The pathway from a degree into aged care through a Certificate III in Individual Support is intact. The visa for that Certificate III cannot be applied for inside Australia any more if you are coming from a degree, so the entry point to the pathway has moved offshore.

Why This Hits the Aged Care and Childcare Route Hardest

The reason we are writing this page in detail is that the people most affected are not reading student visa news. They are reading about aged care work.

The standard plan looked like this. Finish a degree, realise the degree is not going to produce sponsorship, enrol in a Certificate III in Individual Support, start working in aged care, build the two years of experience that an employer sponsored pathway needs. It is a good plan. We have written about it at length and we still think it works.

What Changed Is the Visa, Not the Pathway

Nothing about aged care has changed. The Certificate III still leads where it led. What changed on 2 October is that the student visa for that Certificate III cannot be applied for inside Australia if you are coming from a degree. The pathway is intact and the entry point to it has moved offshore.

If your plan was to enrol in a Cert III while your current student visa runs down, that plan now has a departure in it.

If that is you, read our page on the realistic pathway from student to sponsored aged care worker alongside this one, and read our page on which ANZSCO code aged care work actually falls under before you commit money to a course, because the code decides more about your prospects than the course does. The Cert III route itself is at the aged care worker Cert III 482 route.

If You Have Already Enrolled and Paid

This is the first question people ask and the answer is unwelcome.

What Applying Offshore Actually Means Here

It is worth saying plainly, because people underestimate it.

  • You must lodge the application from outside Australia.
  • You must be outside Australia when the visa is granted, not merely when you lodge. Flying out to lodge and flying back to wait does not satisfy it.
  • An offshore application does not come with a bridging visa. Nothing about lodging it gives you a right to be in Australia.
  • If you lodge onshore anyway, the application is not valid, which means it is not considered at all. There is no decision and no bridging visa, and the money is gone.

Our main page on the 2 October changes goes through the timing of a departure in detail, including how to work backwards from your current visa expiry date: student visa expiring, can't apply onshore.

What to Do Now

  1. Write down the AQF level of your current principal course and the AQF level of the course you were planning to start.
  2. If the second number is lower than or equal to the first, stop planning an onshore application.
  3. If the second number is higher, check whether your principal course was a higher education course, and if it was, confirm the new course is higher education delivered by a higher education provider.
  4. Ask the provider in writing how many courses your enrolment actually covers.
  5. If the onshore route is closed, work out your departure timing before your current visa expires, not after.

Common Questions

Can I argue that a diploma in my field is equivalent to my degree? v
No, and it would not help if you could. The requirement is that the further course is at a higher AQF level, and separately that it is a higher education course delivered by a higher education provider where the principal course was one. Equivalence is not the test. People spend weeks looking for a version of this argument that works. There is no version that works.
What about a graduate certificate? That is level 8. v
On level, yes, it is above a bachelor degree. Confirm who delivers it, because graduate certificates are offered by both universities and some VET providers, and the second requirement needs higher education delivered by a higher education provider. A graduate certificate from a VET provider is at the right level and the wrong kind, so the application fails even though the level test is satisfied.
I came from a diploma and want to do a bachelor degree. Am I affected? v
No. That is upward in level, and because your principal course was not a higher education course the second requirement does not bite. That move is still available onshore. The two walls are both set up to catch moves away from higher education and down the level ladder. A move up the ladder from a diploma into a bachelor degree does not trigger either.
I still have eight months left on my current course. Does this apply to me? v
Possibly not. There is a separate class for people who will finish their current course within 12 months of the end date on their confirmation of enrolment. That is a different route with its own conditions, and it is worth checking before you assume you are stuck. Our hub on the 2 October changes covers the full list of onshore exemptions and the conditions attached to each.
I enrolled in a package of two courses before 2 October. Is that a problem? v
Potentially, if you are relying on the course progression class. The class requires enrolment in no more than one further course, and a packaged enrolment can mean you are enrolled in more than one. That is a problem even where the direction of travel is upward. Ask the provider to confirm in writing exactly how many separate courses your enrolment covers before you lodge anything. If it is more than one, the progression class may not be available to you and the alternative is lodging separately for a single further course or using a different class entirely.
Does this affect my 485 later? v
The 485 has its own study requirements and is a separate question. What does affect you is that 485 holders cannot apply for a student visa onshore at all, which has been the case since 1 July 2024, so the order in which you do things matters. If your plan involves a 485 at some point, work out how a bachelor to lower qualification detour fits with that, because the order you do these in can close off onshore options you were counting on.
If I have already paid for a Cert III and the course has not started, can I get my money back? v
That is a contract question with your provider rather than a migration question, and the answer depends on your enrolment agreement and when the course was due to start. Talk to the provider about deferring the start date or moving the enrolment while you work out the departure timing. What you should not do is lodge onshore anyway on the hope that it goes through, because an invalid application is not considered at all, no bridging visa flows from it, and the visa charge is gone with it.
