Early Childhood Teacher on a 485: You May Not Need an Employer to Get PR
Your Occupation Is on Both Australian Skilled Lists. That Is Unusual, and It Gives You a Choice Most People Reading About Visas Do Not Have.
You are a qualified early childhood teacher on a 485, working in a centre, and you have been asking your employer about 482 sponsorship.
The two routes are not equivalent. On the employer route you are tied to one centre, on a temporary visa, waiting for them to nominate you. On the points route you get permanent residence on grant and you are tied to nobody. If your centre is also offering sponsorship, you may not have to choose at all, and the comparison is at employer 482 or state nomination, how to decide.
Your Occupation Is on Both Lists
Here is what each list opens for a holder of ANZSCO 241111.
| List | What it opens for you |
|---|---|
| CSOL, the Core Skills Occupation List | The employer routes: the 482 Core Skills stream, and the 186 Direct Entry stream |
| MLTSSL, the Medium and Long-term Strategic Skills List | The points-tested routes: the 189, the 190 and the 491 |
The Assessing Authority Changed, and It Probably Helped You
Every points-tested route starts with a skills assessment, and for this occupation the body that does it changed.
From 7 December 2024 the Australian Children's Education and Care Quality Authority, ACECQA, took over skilled migration assessments for Early Childhood (Pre-primary School) Teacher. The Australian Institute for Teaching and School Leadership, AITSL, finished the applications it had received up to 6 December 2024.
A Reliable Test for Whether a Migration Page About This Occupation Has Been Revisited in Two Years.
A lot of migration pages still describe this as an AITSL assessment.
Under AITSL the English Requirement Could Be Met by Four Years of Study in English. Under ACECQA It Is One Year.
The one year has to be full-time tertiary or higher education in Australia, New Zealand, Ireland, Canada, the United Kingdom or the United States.
If you completed an Australian qualification that runs a year or more full time, which most graduate diplomas and masters degrees do, you may satisfy the assessment English requirement through your study and not need a test for it at all.
Send Us Your Qualification Details Before You Book an English Test.
Send us your qualification, how long it ran, where you studied, your most recent English result if you have one, and when your 485 expires. We will tell you whether your study satisfies the ACECQA English requirement, roughly where your points sit, and whether a state route is realistic in your timeframe. If the honest answer is that you should take the sponsorship, we will say that.
Two English Requirements, Doing Two Different Jobs
This is the part that catches people, and almost nobody separates the two.
| Requirement | What it is for | How you meet it |
|---|---|---|
| ACECQA assessment English | Getting the positive skills assessment, which is a prerequisite for any points-tested route | One year of full-time tertiary study in a listed country, or IELTS Academic with 7 in reading and writing and 8 in speaking and listening, or ISLPR Teacher-Focused Assessment at Level 4 in all four areas |
| Points test English | Eligibility and points on the visa itself, and competitiveness for state nomination | A test. Competent English is the floor. Higher levels carry points, and states commonly prioritise higher levels |
So the study route can get you through the assessment gate without a test. It does not give you English points, and it does not make you competitive. If you want points for English, or you are aiming at a state that prioritises stronger English, you still need to sit something.
Read the Test Scores Again Before You Book Anything
The ACECQA test route asks for 8 in speaking and listening. That is higher than the registration standard for nurses and it is a serious ask. If your Australian study satisfies the assessment requirement, do not sit that test just to prove something ACECQA already accepts. Sit a test for the points instead, where the scores that matter are different.
What the Assessment Costs and Where It Sits in the Sequence
The ACECQA skills assessment application fee was reported at $1,100 when the change was announced. Confirm the current figure with ACECQA before you budget, since it has already moved once.
The order is the same as for every points-tested route and the first step is the one people skip.
- Confirm your occupation code is 241111 and that your qualification matches it.
- Get the ACECQA skills assessment. It is a prerequisite, not a points factor, so nothing else can proceed without it.
- Work out your points, including English and Australian study and work experience.
- Lodge an expression of interest, and a state Registration of Interest if you are going the state route.
Our general page on skills assessment is at skills assessment for skilled visas, and the mechanics of moving from a 485 to a 189 are at the 485 to 189 transition.

The State Route, Using Victoria as the Example
Early childhood teaching is explicitly prioritised by at least one state, which is worth knowing because it changes the arithmetic.
What Victoria's 2026-27 Program Does for Your Occupation
Victoria names Education among its priority sectors, and within that it names an Early Childhood Education subgroup covering ANZSCO 241111 specifically. Registrations of Interest with one or more years of relevant work experience and Proficient or Superior English are prioritised for invitation.
Read that against the section above. Your Australian study may satisfy ACECQA, but Victoria is prioritising stronger English for invitation, so the test comes back as a competitiveness question rather than an eligibility one.
Five Things About the Victorian Process That People Get Caught By
- A Registration of Interest from a previous program year does not carry over. You have to lodge a new one when the current program opens.
- Your English test and your skills assessment both need at least twelve weeks of validity remaining when the nomination application is submitted. People get assessments early, sit on them, and find they have expired at the moment they are needed.
- State nomination adds points, reported as 5 for the 190 and 15 for the 491.
- For a 190 you can be living in Victoria or overseas and you are not required to be working. For a 491 you must be offshore or in regional Victoria, and if you are onshore you must be working in skilled employment for an employer physically located in regional Victoria.
- A nomination cannot be transferred to another state, and an invitation is never guaranteed.
Victoria ranks applications using its own points test with no fixed pass mark, so invitations go to the highest totals in each round rather than to everyone above a threshold. Other states have their own lists and their own rules, and they change annually. Check the state site rather than any article, ours included. Our page on quotas and chances is at Australian state nomination quotas.
What This Means Against Waiting for a 482
Set the two side by side honestly.
| Waiting for your centre to sponsor you | Points-tested route | |
|---|---|---|
| What you need | A centre willing and able to nominate you | A skills assessment and enough points |
| What you get | A temporary visa, tied to that centre | The 189 and 190 are permanent on grant. The 491 is provisional |
| Who decides | Your employer, then the Department | You, then a state or the invitation round |
| If the job ends | Your visa problem | Not a visa problem on a 189 or 190 |
| What it depends on | Somebody wanting to hire you | Criteria you can read and work toward |
None of that makes the employer route wrong. It makes it a choice you should be making deliberately rather than by default, and it makes it a poor reason to let a 485 run down.
Your 485 Is the Thing to Use
A 485 Gives You Work Rights, Time, and the Ability to Accumulate Australian Work Experience, Which Is Itself Worth Points.
It is the best position you will be in for this process and it does not come back.
Three practical points.
- Start the assessment now rather than later. It is the gate and it takes time.
- Keep working in the occupation. Australian work experience in your nominated occupation carries points and it is what Victoria is prioritising.
- Map your visa expiry against the steps. If the 485 ends before an invitation arrives you need to know what holds your status, and that is a question to ask early rather than at the end.
For the wider question of which occupations can reach permanent residence with no employer at all, our hub is at can you immigrate to Australia without a job offer. If you are still choosing a qualification rather than holding one, the course side is at early childhood courses in demand.
